GPU speed help

Hey my monitor image has been getting slightly shaky for some odd reason. I am pretty sure monitor is not going bad on me anything. double checked the cords and connections. And did not fix the issue. But i did notice my old r9 270 is running at 450 MHz instead of hte 900 Mhz it usually runs at. it goes up to 900 MHz during gaming or something and drops down to 450 MHz temps are fine. And when i get it to 900 Mhz and try to recreate the screen shake it does not happen. Could this be the problem? Monitor resolution is 1368 X 768 with 60 hertz refresh rate as well i think
 
The speed your GPU is running at depends on what it's doing. There's no need to run the GPU at full speed when it's only rendering the Windows desktop. The changes in the GPU's clock rate are not the cause of your screen shaking, unless the GPU itself is faulty.

Any chance you could better describe the actual symptoms or post photos or video of it?
