Question GPU speeds fluctuating

So I had just replaced my thermal paste on my GPU and when I played games it began to stutter. I noticed and ran RTSS to check my temps and clock speeds. I would see it jump from its boosted clock to 139 MHz. I have the latest drivers. Cpu is not overheating.
