GPU speeds locking at low speeds

Recently I upgraded to Windows 10 and redid my overclocking and now it keeps on locking at slow speeds; GPU Clock 270MHz - Memory Clock 405 Mhz.

I don't know why it is happening but it is annoying since I only get 20-30fps in CSGO with these clock speeds, but over clocked I get 80-90fps, big difference.

Even while I play games it stays at low speeds as well, and I check the temps before and during games I play and they never go above 60-70 so it doesn't get hot enough to cause it to down clock.

Also this never happened while I had Windows 7 this is only happening on Windows 10.

Can I get some help?

Just so you know but a gt 610 is a terrible gpu. Now go do as Xibyth said.
 


If re-installing the GFX drivers doesn't help I would try running Firestrike, Unigine Heaven and Furmark. With each program you can watch your GPU usage. It shouldn't stay at low usage.

Have you went to

RIght Click Start/ Power Options/ Make sure it's set to high performance/ Click change plan settings/ click change advance setting/ scroll to Power State Management/ Maxe sure Maximum Power State is at 100%/ Click ok to exit.

If that is set wrong it can affect your gaming performance.

Nvidia Control Panel/ 3D settings/ Power Management/ set to Maximum Performance.

I need help too, same exact thing. GPU and CPU are both at about 48c and randomly drop down from 924mhz to 540mhz, and it stays like that until I restart. I have tried manually overclocking, underclocking from stock, setting power to prefer maximum performance, and countless other tips and tricks. This is becoming a MAJOR issue as my fps goes from 75 constant, to 15-30 mid game when it happens.


I uninstalled all overclocking utilities, that made it work.
My problem was that it wasn't throttling, it was ALWAYS stuck on the low power state. Not sure what caused it still, but it's fixed on my end for the time being.
 


First off I know, look at my specs and think, my PC is OLD AF and is over all crappy I building a new one soon so please refrain from saying that, second of all if it gets me at least 70-90fps in csgo and 200+ in minecraft im fine with it.
 


I don't see Power State Management am I just blind?

Unless you mean Processor Power Management, which I doubt it.
