that sounds like power states arent working as should
check your power profile in windows and nvidia control panel
if nothing unusual there, DDU and install fresh drivers
I've done all of the above, still the same spike. Maybe RTX arent compatible with MSI afterburner? I have the same weird power spike on my laptop which has a RTX 3000.

Maybe I'm wrong, idk , I'm looking for answers

msi afterburner -> nvsmi -> gpu bios
low gpu and high mem clock should be P2 state (like youtube 4k)
high gpu and high mem is P0 state
reduced gpu and mem clocks is P5
doing nothing is P8
p states switching according to your picture works, states switches based on gpu load
you gpu load isnt exactly zero and p states are switching correctly
are any issues there? like stuttering

ya, thats the reason, otherwise monitors would flicker, amd gpus does it same
feel free to disconnect that 144hz monitor to see difference
I've disconnect that 144hz and I'm still seeing a spike when I press the windows key. (also restart the compute and tried with the other screen)
