Most gpu drivers are the same at a basic level. Nvidia provides Microsoft with all new basic whql drivers for every windows update, so gpus will work as is. However, nvidia doesn't include the Geforce Experience software, nor any of the game specific tweaks or bug fixes nor any of the advanced high resolution files or drivers. For those you'd need to install the latest driver version direct from nvidia.

There are other sources for the drivers, like the gpu vendor or tech sites, but those are what's available, may not be the latest version, depending on how upto date the vendor/tech maintains its Web download page. Also rely on a copy of a copy that way. Direct from nvidia, specific for your actual gpu is usually recommended. If nvidia...
GPU Boost 3 algorithms. It'll pull well above its normal expected wattage for very short spikes because spike power is acceptable, sustained power being somewhat different.

Kinda like touching something hot for a split second, you know it's hot instinctively, most times don't even burn your finger, but touch maintained for any real length of time and you'll really feel it.

If nvidia doesn't have the drivers, it only means that the drivers are vendor specific, changed for the laptop requirements, in which case you get those from the laptop vendor.

And yes, spikes are very normal behavior
