[SOLVED] GPU spinning fast due to power limits

For the past couple months, whenever playing games my RTX 2080 fans have been spinning really fast and really loud. In HW-Monitor it shows only one fan spinning up currently to about 3900RPM, the other is quieter at first then speeds up closing in on the other fan in terms of speed. GPU is around 82 degrees, firstly is that a good temp for those speeds? Should I go into BIOS first and change curves?

Then going into GPU-Z running a benchmark (Uningine Heaven) I see that the PerfCap Reason is saying it's the Power. In GPU-Z again, the power consumption above 90% TDP, constantly.

My PSU is a Corsair TX650M. I also have a I7 8700K @ 3.7 GHz. Neither components are OC.

Could I be running into a fan speed issue because I'm running out of power to power the GPU? Or just change fan curves? The CPU is fine, nothing on HW-Monitor is telling me that the fans on it or the speeds are too high

the best setup for your system cooling will probably be pulling air in from the front, pushing it through the radiator.
and having the rear fan blowing the warmed air out through the back.

also, if you haven't already; install EVGA's Precision X1 GPU control software and use it to set your GPU with a better fan curve profile and anything you may want to alter.
Afterburner sometimes has problems with other manufacturer's fan control.
if you have multiple GPU fans that can be set at different speeds, Afterburner will only detect and set the main GPU fan while leaving the other two off or running at full speed with no way to alter them.

The fans are running fast because your temps are pretty high. Full spec list and exact model of The GPU Thx.

Solution
I made the changes you suggested to flip the fans around in terms of push and pull. It stayed cooler and quieter for about 5 minutes longer but still had the same ramp-up in speeds and noise.

I will try the software you talked about. I installed the SIV software for my motherboard and can control those fans. It's not those fans that are making the noise, they mostly Noctua fans and at full speeds, they aren't that loud.

I will try that EVGA software tonight and report back.
