[SOLVED] GPU staying at 300Mhz

I have a Asus Rx 580 8gb Dual graphics card and when I go to Radeon settings it says for both the memory and core clock speeds that it is set at 300Mhz. The base speeds are 1360 for core and 2000 for memory. I even have these settings overclocked to 1400Mhz and 2100Mhz. In GPUZ the settings are normal on the main tab but in the sensors tab it says 300. The gpu seems to play games normally but I don't understand why it says 300. Please help.

Correct.

For example, my 1070 is idling at 139 mhz, but then ramps up to 1582mhz minimum under full load, and up to 2000 if it has enough power/temperature headroom. The architectures are a little different, but both clock down and clock up significantly to optimize power use.
