Question gpu stops and computer lags in fullscreen

Hi, recently my computer started to have major stuttering whenever the computer goes into "fullscreen mode" Whatever is on the screen, whether it be a 4k video, a game, or just browsing, will drop to 5fps or so when i fullscreen mode. Checking my GPU utilization in games such as destiny 2 shows that the second i go from borderless fullscreen to regular fullscreen, i drop from 99 percent to under 3 percent utilization. I also hear my GPU stop buzzing, meaning it isn't being used. I have a ryzen 2600x, a vega 56, gigabyte motherboard and my PSU is a corsair CX750M. Disabling my gpu in the device manager fixes the issue completely, however, i can't just not use my gpu for obvious reasons. Uninstalling my gpu drivers both through device manager and DDU has had no effect whatsoever. turning off individual monitors also has no effect. I tried rolling back my drivers, but this caused an odd effect where videos would stop lagging but everything else still does. I am at a complete loss, if somebody has an idea it would be greatly appreciated.

How much ram do you have on board, and at what resolution are you using? And how many monitors?
