Question gpu stops working when windows boots

hi,
I have an:
msi rx 570 8gb oc
msi thomahawk max
amd 3700X

I had to change my power supply because the first one was defect. Now everything seems to work all the fans and lighting are working. And when i am in the bios the the fans of the gpu are spinning as well. But the moment i start to boot windows the fans stop working at all. If i look at the gpu ussage most of the the time is at 0%. I dont know how to fix it. i tried updating drivers i pulled the card out and put it back in. it didnt seem to help.
