GPU strange behavior

Hello, I'm experiencing some weird behavior with my GTX 970 Asus Twin Turbo, sometimes when I shut down my computer I have difficulty getting it back on
Whenever I try to power it on the monitor signal just doesn't go through, it's pretty annoying because I have to restart the computer quite a few times for it to work or even shut down the PSU itself

Also the driver crashes in really low loads but has no issues when it comes to gaming (Gamed hours on end and never had a issue)

My system specs are as following:
Gigabyte GA-G41M-Combo (775)
Intel Xeon E5450 (modded from 771 to 775)
8GB DDR3 HyperX RAM running at 1066mhz
GTX 970 Asus Twin Turbo (no overclock being done, I am using it second hand so I don't know it's history entirely)
Thermaltake Toughpower 750W PSU (no rating written on it, probably 80%+)
Zalman Z11 + 4 Intake fans to properly cool down the GPU
2 x 250GB hard drives

The temperatures of the card are fairly low (around 60-68° on full load), the CPU also has some decent temps (60-65°)

I wonder what's the issue, thank you for reading this : )

Solution
Maybe the DVI to VGA adapter doesn't make good contact with the GPU's DVI port or something. I once had the same problem and I pushed the connectors on the screen and the GPU a little bit, and the problem was fixed. Try that, it could be the solution to your problem. Just push the connectors a little bit or even disconnect and connect them again.

It's a Hanns G HW173A via DVI>VGA then VGA into the monitor
The monitor only has VGA, I got no other video output device with HDMI
