Question GPU stress test looks bad?

I have already a post where the topic is stutters, i try to test my rx6700xt , PSU is 650w Seasonic S12III 650W Bronze 80+ Bronze. If you can answer me if is bad GPU or bad PSU, thanks !

Temps are not that bad, but you'll have to do a longer stress test to be sure. 1 min test isn't enough.

Thank you for advice, but the graph is not liniar, bounce a lot, is normal?

My PC start to have massive lag when the test runing, also look at that big spike drop, that is not normal for sure, freezed my whole PC in that moment.
