[SOLVED] GPU stuck at 43% fan speed

So my GPU (Zotac 1070 TI AMP Edition) is stuck at 43% fan speed I'm not sure if that's the stock fan speed the card has to run at but when I try to make it lower it doesn't change. I would like my card to run at 0% when idle.

I've tried both MSI afterburner and Zotac's software.

if youve tried 2 different softwares and you are getting the same result i would be led to believe the problem is on the GPU (either hardware or software). is it still under warranty? if so contact the supplier and see what they suggest (they may just replace it)
