[SOLVED] GPU stuck at 4x

I recently installed an SSD into my computer and to do so I had to reseat my GPU and since then my GPU has not been running at 16x bus speed.

GTX 970
Msi Z370 Gaming Plus
i5-8600k

I have the GPU slotted in the top slot which is supported by 16x. Currently my GPU is only running at 4x I have ran Furmark to make sure it wasn't a power saving option. I did also reset my BIOS but I cannot see any options which link to lane speed other than setting PCIE to Gen3.

Also checking my lanes it says that all my lanes are occupied when only 1 of them is (gpu).

Reseated the graphics card and cleaned out the slot and the connector on the GPU. Also cleared the CMOS and reseated RAM and now its running at 16x
