GPU stuck at high clock all the time

My Specs:
CPU- FX-6300
RAM- 16gb DDR3
GPU- EVGA 1070 SC (ACX3.0 Blk Ed. SC)
I have one monitor

For some reason, just while operating normally, my gpu seems to constantly run at 1534 MHz Core clock and 4006 MHz Memory clock. This is unusual, but has been happening for a decent amount of time. Not really sure what this means or what is causing it.

I would make sure the card is not being overclocked and that max performance option is not enabled in Nvidia control panel.
