Gpu stuck at low speeds

My Gtx 1050 TI's Gpu clock speed won't go above 645 mhz. It is stuck at this even though the max speed is 1354Mhz. My memory clock also wont go above 3504mhz while its max speed is 7010.

Your memory clock will display at half its true speed, thats normal, so dont worry about that, but your GPU clock should be higher. Does it rise when stressing the GPU? When idle it will stay low.

Have you overclocked it at all? If you get a failed GPU OC it'll lock at a low clock until you reboot your system?

It does not rise when i do anything that requires more power. I have not overclocked it so that is not the problem

What have you tried to bench it? Because CPU intensive tasks wont make any difference.

Run a Kompressor 3D stress test and see if it changes.
