GPU stuttering at low temps

I've noticed while playing games it will stutter randomly and have small to large fps drops and stutter. (60 to 50s/60 to 10s/20s). Also my card is not hot, usually around 30-40 C while gaming. Specs are: Ryzen 7 1700 in a ASUS ROG STRIX X-370f Gaming motherboard, 16gb Corsair Vengeance 3200 RAM, EVGA 980 ti SC, 256gb SSD, 1TB HDD. I have messed around with in-game settings several times and nothing has worked.
