[SOLVED] GPU stuttering (HELP)

I noticed stuttering when watching a video on my pc and had 2 boot twice with a black screen and a blue screen when reverting windows to a previous version and running sfc /scannow in command prompt it fixed a few windows issues
but the stuttering remained i tried uninstalling ata and display drivers and reinstaling them no effect also in msi kombustor the stuttering only happens when useing opengl not vulkun my gpu: rx 580 8gb when looking at the response time in vulkun it goes vrom 38-40ms and in open gl it constantly switches between 38 then 100+ then 1 and back to 38 and repeat how can i reinstall opengl drivers spesifficaly advice to fix problem pls?
 
Solution
I would;
  1. download DDU from https://www.majorgeeks.com/files/details/display_driver_uninstaller.html
  2. download a fresh copy of your RX580 Drivers from https://www.amd.com/en/support/graphics/radeon-500-series/radeon-rx-500-series/radeon-rx-580
  3. reboot windows into safe mode (explained here: https://support.avira.com/hc/en-us/articles/360002870214-How-do-I-boot-Windows-10-in-Safe-Mode- )
Once in safe mode;
run DDU, remove all drivers for amd video
reboot and let computer do its thing for 5 mins.
right click on new video driver and run as administrator, and install a new fresh copy of your video drivers.
