GPU temp goes up to 60C and doesn't go down. PC lags

This started a week ago. I noticed that my CPU temp was rising to 80-90C and my pc was lagging a lot. I applied new thermal paste and dust off everything inside the case. The CPU temp got back to 35C idle, however I noticed that after time GPU temp goes up to 60C and sticks there. The PC laggs a lot and games are unplayable.
I cleaned my disc via CCleaner, Disc Defragmentatio and reintalled drivers, but nothing changed it.
Could it be that my GPU died?

CPU: Intel Core 2 Quad Q6600 @ 2.40GHz
GPU: 1023MB NVIDIA GeForce GT 520
RAM: 8.00GB Dual-Channel DDR2 @ 399MHz
Mother: EVGA 132-YW-E178-FTW
 


It suddenly goes up to 60 while idle (nothing is on) and doesn't cool down.
The PC laggs a lot. I can't move a single window around the screen..
 


Sorry, I am not sure were to look.
Does it mean it stoped working?

I have noticed a problem some people had. I got a svchost file that takes a lot of CPU... could that be the problem? If yes, how do I fix it?
 


I'm not sure how to do it.
I got into the settings....... The was a category - Fans... and there was a graph of gradually fan speed increase to temperature. Is that it? Should I just put it on 100%
 


Emmmm.... I solved the problem, but it wasn't a hardware issue.

Basicly, after 10-15 minutes after booting up a little thing comes up in Task Manager named "steam" (small letters nothing else). It eats GPU and CPU power. If you just End task on it, GPU comes back to a normal state until restart.

After getting rid off it with dozen anti-virus programs such as CCleaner, Malwarebytes and etc everything works fine.
