OK so I have hd6850 card but at idle it's around 47c and when I watch YouTube videos it's at 61c and that really makes me scared to play games.

I even reapplied thermal paste and cleaned everything

Is it normal?

It's a little hot for idle, but what you should be worried about is load temps.
Try some games, if the GPU goes over 80C, you should be worried, if it doesn't you're fine.
It's probably the room temperature or your case airflow.

It can't be my case airflow as I have 2 front fans taking in air and 1 back fan emitting air and 2 top fans emitting air just like Linux suggested so I don't think so it's my case and about room temp yeah I guess that's the very problem as my air conditioner is broken and I'm sweating like a pig let alone gpu.

Also I have heard that max temp for gpu is much higher then cpu meaning gpu can even withstand 110c
