GPU Temp rises under gaming severely

In my Task Manager, the moment a game opens, my GPU rises to 95% usage, which makes my visuals lag slightly. The GPU temperature in GPU-Z rises to somewhere between 85 and 95 degrees. I just cleaned out my computer, moved it to a new case and added a new PSU (Corsair CX750M), as I thought maybe that was the issue. Turns out, I was mistaken. This happens with every game. I'm running on i7-6700K with an ASUS GTX 1080Ti Poseidon Edition.
Anyone have any suggestions?

Edit: Tried using different programs - some make the CPU overheat, while others, the GPU. Also, only started having this problem last week.

The Wattage on my PSU should be 750W. My clock should be this:
1733 MHz Boost Clock (OC Mode) featuring 11GB GDDR5X 352-bit memory and 3584 CUDA cores

Do you have any other programs running in the background when opening the games?

I've tried closing all programs; including background programs that I found unnecessary.
Mostly, it's only ever affected and spiked when a game has been active. Under certain circumstances with certain games, my CPU can also spike as a result.
