Yes its normal - makingva custom fan profile in msi afterburner -30% at 30c is a good starting point will lower idle temps substantially.I don't like the zero fan profiles on a lot of the new cards personally.
If it's the summer season, this doesn't sound too extreme, unless you are playing Solitaire.
I assume you installed the latest drivers?
Do the fans get quieter once Windows fully boots up? IE the fan management software kicks in.
Have you tried adjusting things in MSI Afterburner?
Do the temps go down when you reduce the video quality in games?
70ºC while gaming is an acceptable temperature, especially if it is hot or humid where you live. GPU's are able to withstand temperatures up to 90ºC, slightly more than CPU's. What are your idle and 100% load temperatures?
when i start pc gpu and mem clock 300/300 and temperature 35-45 max and after play game is going like that + i cant low clocks when i make - clocks and click ok its still up
