So I've recently started to be concerned about temperatures on my PC. I'm the type that can't stop being worried about stuff. I have a couple of questions about cooling. I have a RTX 2080ti Msi ventus, and I'm hitting 77-80c when they are maxed out. Are these ok temps? I'm also wondering if having a water cooled CPU will improve airflow over air cooled, and if that will make my GPU cooler.

No, it's not very high temperature, it's quite expected.
Case cooling is all about number of fans, their airflow and placement, doesn't matter if it's from water cooling radiator or case fans.
