[SOLVED] GPU Temps jumping from 50C to 89/90C within a Minute

Sorry if it has been asked before but I searched and couldn't find the solution. A couple of months ago, I wanted an upgrade from my GT 1030 and bought a per-owned Xfx Rx 570. Issue is the temps of the cards that are very high. Idle temps are around 50 to 52C. and when I game on it, Temps dramatically jump from 50 to 89C in a matter of seconds. I can only game on it when fans are running at 100% capacity (really loud) but even with that, temps are 89/90. Difference is, when fans are running , computer does not shut down and with out fans, it does. I tried more common solutions like re-applying Thermal paste and cleaning the fans. but the issue still persists. Is this a faulty card and should I ask for a refund or is there something that can be done about it?

No, Never Tried OC,
Yes, have latest update drivers.
Airflow in case is pretty neat as CPU temps never cross 60C
By looking around I could find a lot of posts and threads about that graphics card being loud.
The only thing I can suggest is tweaking the settings in the control panel of the GPU, see where that gets you.

Are you in OC?
Is the card's performance adequate for your requirements?
Have you checked drivers update and tried manage the performance from the driver GPU control panel?

If so, is the airflow in the case structured so it can expel hot air or does it just stay there?

No, Never Tried OC,
Yes, have latest update drivers.
