Gpu Terribly under preforming

Running fornite on low settings around 100 or less fps
I have tried a clean install of drivers.

36 degrees celsius for the cpu and 37 degrees celsius for the gpu
Yes, other games are lower than usual but not this low

Just looking at the link indicates a great deal of background process which can cause low bench and low game perf according to what it is going on. IE, like you weren't watching a video on youtube while running the test, etc?

1. You're not running windows off an SSD. And most enthusiast gamers run everything on SSD/M.2.

2. Your 1070Ti is underperforming a little. Could be the PSU. Could also be driver issues if you did not use DDU.
Have you tried overclocking it?

I did use ddu and I updated the drivers yesterday
