gpu that can do 1080p at 30-60fps or higher

I need a cheep gpu that can do 1080p at 30-60fps or higher. I will be using this for my go pro video

You can probably get the performance you need off a GT 710. I recall that I could only get smooth 60fps 720p playback with my 5450, but I was using a single core Pentium 4 in those days. The performance I got in 1080p with that card was choppy. The program you use to watch videos should be one that can use your videocard for hardware acceleration.
It'd be helpful to tell us your system so we know what we can and can't fit.

But, as far as watching 60 FPS FHD footage - newer generation Intel CORE CPUs have that out of the box, if you have one. Buying brand new cards, the GT 1030 or RX 550 would both be fine. As far as used, pretty much any decent card within the last 5 years and a fair amount beyond will be plenty.

I have a Dell Opitiplex 330 Right now i maxed out my ram which is 2x2gb at DDR2 at 800MHz. I also just upgraded hdd to a ssd 256gb. And also for the graphics card which is a XFX AMD Radeon HD 5450 1GB GDDR3 VGA/DVI/HDMI.
