GPU that works on 280W Fujitsu OEM power supply

I'm looking for a GPU that will works on 280W Fujitsu OEM power supply (Fujitsu Esprimo P420)

A gpu that does not need an aux 6 pin pcie power supply will run on pcie slot power only; that is 75w max.
GTX750ti is probably the strongest that will work.

No.
Here is a handy chart that spells out what psu you need for various graphics cards.

Assuming your psu is a standard ATX psu you should be able to replace it with a stronger psu.

Measure the dimensions of your current psu and compare it to a candidate replacement.
If your pc is in a small form factor case, you may need a more compact psu or graphics card.
