That power supply is not designed to run a gaming GPU. Even like the 1030. Nvidia says a minimum of 300watt PSU for a 1030 (although that is on the high end). But a 65 watt PSU is very small. You have to remember that you have the rest of the system power, plus spikes in power. A 1030 may average 30 watts, but it will spike much more than that.
Additionally, you should look on the back of your optiplex, some of the micro's do not support any upgrades. They are so small they are attached to the back of a monitor. You will need to see if there are any expansion slots on the back. If there are not, then a GPU would not fit, even if you had the power requirements.
