gpu throttling because of my poewer supply?

i have a gtx 560 ti and a 550w corsair vs 550. my gpu throttles under full load with msi kombustor. my psu is rated at 42 amps on 12v rail but is not 80 plus certified. i want to upgrade gpu to either an hd7870 or a gtx 660 very soon and if my psu cant handle the 7870 i will have to buy a 660.
 
NVidia recommends a 500 watt PSU(with two 6 pin connectors) for the 560Ti.
Blow the dust out of that 560 with compressed air. Not sure how you determined it throttles(underclocking?), but if it is... that's better than burning up!
 


heat is not the issue. i monitored them and they werent exceeding 67C
 


not true actually. my last pc had a cheap 500w psu with an hd 6850 and it couldnt supply enough which made my screen go black every minute or so for a few seconds at a time. new psu fixed it. so obviously not the case
 


I would call that at a crash.
 


My computer would continue to run in the backgrounf during this but if it is consodered a crash then ok. I still dont understand why my gpu is throttling. No matter what the fan speed i set it just throttles at a lower temp
 

That I do not understand, what are your CPU temps and what are the settings for it in BIOS on thermals?
 


Cpu is cool. I cant remember exact temps but i think the never went above 40C. What bios? Motherboard bios? I dont really know my way around the bios
