Question GPU throttling for no reason

My evga 550 ti superclocked randomly goes from a clock of 981 to 405, and a memory clock of 2257 to 324 for no apparent reason. It shouldn't be because of my temps as it happens randomly no matter how low or high my temp is. I am stuck.

cpu/gpu temp and usage during the throttling?

It happens at varying cpu and gpu usages, I assume RAM and HDD usage is the same.
PSU is an EVGA 600w2
I should mention the throttle stays until a restart. It also seems almost random when it happens, I've had it happen straight away after boot and ages after.
