gpu to monitor problem

Hi, I have a problem with my monitor.

I have an R7 360 Graphic card, and I'm using a vga-hdmi adapter as my monitor only have vga port.
the problem is, every time I turn on the pc or restart it, the monitor won't display anything unless I remove the cable from the graphic card and plug it again then everything work fine.

here is what I tried:
tested the pc on my TV, works 100%.
tested the monitor with a receiver (hdmi cable) ,works 100%.
tested the monitor with the motherboard gpu and it worked without the need to unplug or anything.
reinstalled the graphic card driver multiple times, and disabled the motherboard gpu from device manager, I've also checked the bios and it uses the R7 360.

I'm worried if I kept plugin the cable everytime I will ruin the card or something.

Thank you for the answer but it did not fix it.
I've also tried it with my laptop as a second monitor and the same thing happened, if I restart the laptop it will stay black until I unplug and plug the cable again.
