GPU Tweak 2 displaying weird Power Target?

So I'm overclocking in GPU Tweak 2. And when overclocking I also turned up GPU voltage, Power Target and Temp Target.

I'm pretty sure I haven't had this "issue" before, but all of a sudden my Power Target goes to 46% (-54%) automatically. Is this a glitch, am I missing something or is this actually limiting my performance?
It is also 46% at load.
It just doesn't seem right that it's trying to use 46% of the power that it's supposed to?
Max temp of card is 68 Celcius at most

Specs:
ASUS Z170 Deluxe
i7 6700K
ASUS GTX 1080 ROG STRIX
Windows 10 Pro 64

Stats in GPU Tweak 2:
GPU Boost Clock: 1942 (+132) ***It's actually 2100 according to all other software than GPU Tweak, not sure why it says 1942***
GPU Voltage: 100% (+100)
Memory Clock: 10900 (+890)
Fan speed: Auto
Power Target %: I set it to 120 (+20), but it goes to 46 (-54)
GPU Temp Target: 92 (+9)
FPS Target: 00000 Default

doesn't sound right. i'd uninstall and try MSI AB to see if it does the same thing. it seems to be the more popular GPU OC software

Okay everything seems to be fine now, though the card was idling at 50 C inside MSI AB? Normally it idles at 35-40, does MSI AB really require that much?
EDIT: You know what nevermind, it's because I just ran a test and the fans go 0db at below 50 celcius
