Question GPU underperforming 30-40%

Hello here is my set up

Liquid cooled GPU: Gigabyte 2070 Super
CPU : Ryzen 3600X
PSU: Silverstone Technology SST-SX700-G 700W SFX Fully Modular 80 Plus Gold PSU\
SSD: Crucial P1 Series 1TB 3D NAND NVMe PCIeM.2 SSD RAM: XPG 32GB 3200MZ
I first realised its underperforming through userbenchmark, where my gpu is rated as 0% I then ran 3DMARK fire strike and time spy, both showing my GPU underperforming greatly (30-40% lower than average)
Things i have tried after reading through all the forums
  • Using DDU and reinstall driver in safe mode
  • Using 442 driver package instead]
  • Adjusting power settings in windows and Nvdia control panel
  • Reinstalling windows through (Reset, download from cloud)
  • Resetting my BIOS
I have been troubleshooting and i cannot figure out the reason for the underperformance, help please

Run the userbenchmark again and post a link to the results here. Be sure all programs are closed except the benchmark when running it. Verify your GPU and CPU coolers are working properly by checking temps under load and post those temps here also.

The gpu fan is detached but attached to a liquid cooler.

I ran a log file using hw64 and saw that the temperature of the gpu is always quite cool under stress, never exceeding 60-65.

I also uploaded a result of my time spy benchmark here https://ibb.co/cxfPk2g as you can see the cpu did well. Something is wrong with the gpu.

Benchmarks like that aren't always indicative of how well the card performs in games though. But yeah. I'd still expect it to have done better in that benchmark than it did. If it does well in games I wouldn't worry about it too much. Otherwise you might wanna try an RMA. The rest of your system looks fine on paper at least. I can't test it. So I don't know if it may be another failure somewhere causing the issue.
