GPU underperforming. Usage stuck at 50%-60%

I was running Project cars and COD AW and in both of them my GPU always stayed between 50-60-70 and rarely hitting 90.
as my gpu is weak shouldnt the game be maxing out my gpu?
What should i do?
specs-
A8 4500m+7640g
8Gb ram
7670m
Catalyst 15.7

With vSYnc on this is normal. The GPU is designed to only draw as much power and run at the speed the workload demands. If your system is a little over-spec for the game you play at 60 fps, your CPU and GPU don't need to work at 100%.

This is actually GOOD...as long as you are getting 60 FPS. If not, it may be a CPU bottleneck.

not sure about COD AW but Project Cars are known having performance issue with any radeon based card.
