Question GPU underperforming

My RTX 2070 Super is not performing as good as it should. I get anywhere from 165 to 220 FPS on a mix of low to medium settings on rainbow six siege. I have been able to improve some of the performance by changing some settings in the nvidia control panel, but its still under performing (10th percentile to 34th percentile on user benchmark). the GPU usage almost never goes above 65% and its not a CPU bottleneck because the cpu usage stays around 80-90%. the GPU stays around 50 degrees. in the loading screen right before the game starts the gpu usage goes up to around 90 (350 FPS), but then once the game starts it drops down to around 60 (180- 200 FPS)
My system has a ryzen 5 3600, rtx 2070 super, 16gb ddr4 3200mhz ram, and a 620w seasonic psu.

don't use the percentile on userbenchmark. they compare with any gpu, not just rtx 2070 super

what the cpu temp?
if 80-90 on cpu, that might be an issue.
what the ram/ssd usage?

Cpu temp stays around 60 degrees. And it says 44% used physical memory. I don’t know if that’s what you were asking for or not

80-90. Cpu usage. it’s not a fresh install. I just upgraded my system. Yes I have the latest bios

Nope...you are within spec..what rez you at on monitor? Sorry to disagree but frame rates are fine..overkill in fact...but your monitors resolution is very important. I hope you did not reload.
