Question Gpu UnderPerforming

I have an i5 11600k with MSI trio 3090 with 750w PSU.
when I first got it everything was doing just fine and Smooth.
but when I moved to the UK, I think my GPU started underperforming for some reason.
when i open task manager while playing it shows 0% on my GPU.
and i get 130fps on R6 with Low graphics.
When i did a bench mark everything was Just fine. i have no idea whats the problem

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list them like so:

You state moving to the UK, where were you located prior to the move? Now would be a good idea to inspect all connections in your build for any loose or improper connections. I'd also try and reinstall your afflicted game to see if that resolves the issue. If you still can't identify anything being off, please breadboard the innards and then inspect for any bent or broken slots on the motherboard.

That doesn't bode very well...due to transient loads spikes, you're advised to pick up a higher wattage PSU, more like a 1.5KW unit.

Ram:16gb 3200
Ssd/hdd: not sure 1 m.2 2 hdd
Psu:750w its recommended to get a 850w
monitor :1080p 144hz
I dont know what are the chassis or the os
I used to live in kuwait and now im in the uk

ok so the current PSU is 2 years old and fully modular.
But when I first used the 3090 (before moving to the UK) everything was just fine
I am not sure it's from the PSU
although you could be more experienced than me

You need to tell us the exact model PSU. 750w is not enough for a 3090. Min for that card is an 850w. You need a really good quality 1000w to run a 3090 without issues.

This is what @Lutfij was saying. 750w is not helping here.

does it have to be the hx1000i?
or is the hx1000 fine
because the "i" is 200 GBP, while the hx1000 is 140 GBP

and my case is the corsair 220t i think its a mid-tower , that means that i should change the case too right ?
