[SOLVED] GPU update causing restart loop after completion.

I have slowly been working on a new rig for gaming, I upgraded my mobo, CPU and RAM.
Specs:
AMD Ryzen 5 2600
Gigabyte AB350 Gaming 3
Gskill V series DDR4 16 gb (2 x 8 gb)
750W Thermaltake PSU
Sapphire R9 280 DualX 3 GB GPU

320GB WD HDD

120 GB G skill phoenix 3 SSD


I ran into some issues initially but after a clean install of Win10 Home I was able to resolve some of them. Originally, I could not download any drivers, the process would freeze halfway and start a boot loop. Now that I've begun from square one again, I was able to fully update windows. I have manually disabled the automatic driver updates. I have used the AMD CCU and DDU to wipe all drivers and try again multiple times (in safe mode). Every time I try to download either of the two latest drivers from AMD's website (18.5, 18.10), the pc will restart after completion and not be able to get past the login screen before restarting. I am using a generic tv as a monitor, I sold mine a while back and just blew money on new parts, cant spend more on a monitor, and I'm wondering if this could be the problem? I've been using said tv for a while through an hdmi to dvi adapter, and the same gpu worked perfectly about a year ago. I can download audio drivers, chipset drivers and BIOS updates for the new mobo, but not GPU drivers. The chipset driver automatically installs adrenalin 17.12 yet it doesnt recognize my card and does not change the display. I have done a custom uninstall of the 17.12 package every time ive tried to install 18.10, in case it is having an overwrite issue. I apologize for the description if it is lackluster, I am desperate for some other opinions or ideas, I am relatively new to this level of pc customization and troubleshooting.
 
Solution
Test the video card in another system, need to verify the card is working OK. Systems crashing after you install the driver can easily be a bad card.
