Hi,
My PC Specs:
Ryzen 5 3600
MSI B450 Tomahawk Max
Corsair Vengeance 16GB (8x2) 3000 Mhz
Zotac GTX 1050 Ti OC
Corsair VS650 Power Supply

I am thinking of upgrading my graphics card to a 1660 Ti. Would it be a considerable upgrade and is it the right time to do so? I have a 1080p 75 hz monitor and I don't plan on upgrading that anytime soon. So I need a gpu that can run games on 1080p 75 fps for at least a couple years. My budget is about 20 to 25k INR.

Couple of things
The 1660 super is a much better value, since it's around 2% worse than the Ti but costs like 10% less or so, even more in some cases.
2nd, while that's a good enough uplift, i don't think you should upgrade to that.

the 1050 ti is good enough for now, and i think you can, and should wait for the low end 3000 series cards to launch, maybe early 2021.

Solution
I also don't see much point in a GPU upgrade at this point. As availability of the newer GPUs improves and additional lower-end SKUs are added, there will be considerably downward pressure in prices.

If you have money burning a hole in your pocket in the meantime, I'd just go ahead and replace the PSU that's not really intended for anything past a strict budget gaming rig.
