GPU upgrade advice

My build is pushing close to 7 years and it's finally time to start upgrading. My build:
CPU: i5-2500k (overclocked to 4ghz)
GPU: r9 290x w/ nzxt kraken + corsair h50
RAM: 8gb DDR3 1600
PSU: corsair gs700
I also upgraded my monitor 6 months ago to the Acer XG270HU (144hz, 2k, freesync).
Games I play currently are fortnite and dota. I don't play the latest AAA games, although I occasionally buy them on steam sales and I rarely play them. I currently average 80-100 fps in dota and fortnite, with frequent spikes down to 40-60.

I'm pretty committed to buying a GPU in the next few weeks, as it doesn't look like new cards are coming any time soon. My current choices are:
Vega 64 - $600
1080 - $550
1080ti - $750 also have seen a few on craigslist for roughly $600-700. A few with built in water cooler.

So what card should I focus in on buying? Is a 1080ti overkill especially considering I won't be utilizing freesync, and the $200 price jump is steep for my budget but doable. Is freesync worth the $50 price jump from a 1080 and the slight performance decrease?

Also I am worried that my PSU being overworked considering the amount of lighting and usb devices, not to mention the 290x. It's also getting old, so should I look to upgrade this even though I haven't noticed any signs that I should.

And last question, Is my cpu going to be bottlenecking my performance?

Yes, but I am not sure how urgent it is. I was thinking maybe around black friday, but I do have a spare computer with another i5-2500k, but it has a 500w psu and my old radeon 6850. I was also hoping to sell that in the near future for roughly $350-$400 or closer to $600 with the 290x and 700w PSU if I were to upgrade. If that happens I could probably upgrade in the near future.
Anyways my goal is to really utilize my monitor. My current setup isn't really powerful enough to support 2k and 144hz.
