I've got a very strange problem due to a video card upgrade.
I upgraded from a nvidia 460gtx to a amd r9 270oc and my computer is acting like it has had a stroke! Extremely slow performance in desktop and web browsing. Strange stuttering effect that happens consistently, renders bf4 unplayable and is even noticeable in Hearthstone! It's hard to explain but take my word for it, it's like my all around computer performance has be cut down to about 33% in all aspects. A thing to note is that in bf4, what i've been using to trouble shoot, if I change the settings from low to ultra no real difference occurs. The stuttering effect remains apparent.
Steps I have taken:
Used Display Driver Uninstaller (DDU) before any drivers were tried
Newest version of drivers
Beta drivers
Legacy Version of drivers
Disabled onboard Video
Used multiple OC tools to boost voltage to card
Put old card back in (works fine)
I feel like I have tried more things, but can't recall at the moment. I have searched so many posts online I'm not sure there is anything left.
My computer:
i5 4670k
8gbram
windows 8.1 (updated)
gigabyte r9 270oc 2gb
725watt psu
gigabyte z87x-d3h MOBO

Details of behavior:
It is a stuttering effect where in games it moves smooth, chokes up (strokes out), then repeat at very quick intervals of about 0.5-1 second. The computer struggles to load maps and web data. The way the computer is behaving I feel like it is a cpu problem but everything checks out so far.
If you have any ideas please let me know! This has become a personal battle for me now and I refuse to lose!
