gpu upgrade help

Hello. I would like to upgrade to gpu and i dont know if it will cause bottleneck to my pc .
PC specs
4gb ram(3.2 usable windows 32 bit cause they are lighter)
inter core 2 quad q8300 2.50Ghz
G31M-ES2L
Current gpu gforce 9500 gt
PSU: 450W
I want to upgrade to r7 265 or gtx 750 ti but i dont know if my psu can handle the r7.

So should i buy gtx 750ti or r7 265,and is it really worth upgrading or it will bottleneck my pc?
