Hi at moment i have a rx 580 8gb card and a 60hz monitor - if i upgrade to a gtx 1070 8gb card will i see any difference in performance as the rx 580 is struggling with games like shadow of the tomb raider or will i only see a difference with a new monitor ?

In all honesty, the card may have a slightly harder time keeping up. It's one of those things.

So in GPU hierarchy, since you mentioned a gtx 1070.... The RX 580 is basically equal to a gtx 1060 6gb card. So you are one step behind the 1070 now.

GTX 1070 is a good card, and at 1080p should easily push more than 60fps.

The issue you have is with a 60hz monitor, you are effectively only going to be able to see 60fps. Whena card like the 1070 is in there, and starts pushing more than 60fps, you are going to get screen tearing most likely. Which annoys some people since the image doesn't look as smooth or as fluid.

To help that you'd need to use vsync or a similar technology to help the tearing.

In other words, you can get...
Maybe turn the settings to high instead of ultra. Here's the deal though, the 1070/Vega 56 class cards and above are great, but honestly, you might be wasting your money if you are still on a 60hz monitor, as your fps that you can see if effectively capped at 60fps. I was recently able to upgrade to a 27 inch 144hz monitor and a Vega 56. I'm telling you, the smoothness is very nice.

Don't get me wrong, 1070 is an ok card, but if you are pushing 80-100fps the 60hz monitor holds back a little and you'll be trying to stop screen tearing with vsync etc.

Thanks for reply so if I get a 144hz monitor will it improve my eadein RX 580 card?

I7 6700
16gb corsair ram
600 watt psu
250gb Samsung ssd

So basically I would get better out of my RX 580 if I get a 144hz monitor first then upgrade the card later?

 
Rest of your system seems balanced enough. What settings are you playing at? Max? Check out this review. On one page they show the RX 580 getting 59 fps at very high details.

Before you purchase anything, try to turn the settings back just a little and see what it does. You could use fraps to measure your fps.

If you only get 59fps like the benchmark, then monitor is theoretically ok. But when you start getting into the higher cards and get say 80-100+ fps, then the screen tearing I think would be more of a thing.

I guess looking at it, turn your settings to high or medium. It my theory is right, you should get an idea what the screen tearing looks like that way. Then if you don't mind it, then upgrade the card first. If you have the screen tearing, then maybe go for the monitor.

You are at kind of a catch 22 if that makes sense imo.

No problem. Sorry that I was clear as mud lol. If you do look at a new card, look at a Vega 56. Newegg has been selling one on eBay for 299.99 recently, but it's close in price to a 1070. On their site, it runs about 340.

But there are others on there used if you don't mind used equipment.

I have one like the one above, I bought mine from microcenter though. But I really enjoy mine. At 1080p, it seems to do 80+ fps a lot of the time. Lot of guides to overclock it as well, supposedly you can get it closer to the speed of a gtx 1080/Vega 64.

I stuck fraps on like you said and on the game I play on normal it's reading 75 to 145 FPS so would this mean the RX is working fine and maybe look at monitors?

Yes I get tearing in game but not really bad - I looked at the video but can't find vertical sync on my card settings - I am due for a new monitor so maybe that will stop the tearing

Don't get that one. It has freesync on it, and I like the curve and the size and it looks good imo. But the freesync function on my monitor seems flaky.

A friend of mine has the 1440p version of this monitor and likes it really well.

On my viewsonic, I think I'm just going to leave freesync turned off and use amd's enhanced sync. Mine is still decent I think, but with the fact that freesync does not seem to work great, if you are buying a montior with freesync, spend the extra 10-20 bucks imo.

I have just found a setting in the game that has capped the FPS to 60 and it seems a lot better is there software that can cap the FPS in all games?
 
Since you are using an AMD card, the best technology is probably AMD enhanced sync.

There's v sync but some guys think that introduces input lag. That one YouTube video was older but showed a couple of ideas. But yes, experiment with vsync and enhanced sync.
