Question GPU usage 0 (or from 100 to 0)

Here are my specs:
AMD Radeon(TM) Vega 3 Graphics
Radeon(TM) 530 (2 gb VRAM, GDDR5, memory 1000 MHz, core 920 Mhz)
8 RAM
AMD Ryzen 3 2200U with Radeon Vega Mobile Gfx
And here goes my issue: literally in every game where I use radeon 530 goes everything ok for a while untill GPU decides to go afk (as It seems), dropping to 0 and If I minimize my game's window and check GPU usage It is showed 100% usage but once I open game's window It drops to 0%-10%, only in some cases It goes back to normal but only for a while.
I don't experience any troubles with heating and over more one time I solved this issue anyhow (I don't really know), I was doing some researches about audio and disk usage and solved them and anyhow solved GPU usage, too... but It was a long time ago and I don't really every step I did.
Any suggestions?I'm really bothered with all of this.

GPU is about 40C (not gaming) and 60-75 (gaming) (the top was 81)
CPU temp is about 70-75 and 80 was the top (in gaming and out-gaming)
Plugged in, although on a battery there's the same issue.
FPS, when plugged in, is about 60-70 (if it's not a high required game, in the witcher 3 it's 30-35, once It goes lagging It's about 5-10 fps)
FPS, on battery, is about 30-40 and when It is up to lagging then 5-10 FPS again.

GPU I checked in MSI afterburner and CPU was checked in core temp

in additional I noticed that my CPU actually doesn't load so much, while I'm running games (It's about 10-35%)

Dual channel, resolution 1360x768, yes I have a ssd.
