gpu usage at 99 percent?Is it good or something is bottlenecking?

No problem. I would also recommend a 1080p monitor, but in that case with the i5, the 750ti will become the bottleneck and that will be the nest thing to upgrade. Lol. It's a cycle. Have fun!

in all of ames my cpu reaches 100 percent and i lower game spec in a way that my cpu doesnt reaches 100 my gpu usage will reches 60 to 70 percent.

 
Yes a quad core i5 will definitely help the bottleneck and improve overall performance. By how much...I can't really say. You should be able to play most games at high or maybe even ultra at decent fps.
 
No.my motherboard will not support cpu oc so im going for a i5 4670 or 4690 non k.
guys some games are cpu based and some of them are gpu based.

True for the most part. If a game is not demanding and/or you are playing it at lower settings then the CPU/GPU bottleneck does not matter because neither would work to full potential. If the game is CPU based, then whether or not is it a demanding game...having a 4670 or 4690 would help get better fps and/or settings either way. And if the game is more GPU based...it would still use CPU...and if the CPU is becoming taxed to much from the game and operating system/background tasks, it will cause the the CPU to hit 100%...and the GPU to work harder to try and do what it should be able to do (but getting held back by CPU).
 
in tomb raider 2013 i was getting 50 to 60 at 1080p in most areas even the witcher 2 enhanced edition i was getting 50 to 60 nearly every place in game but now in state of decay medium quality and 1680 x 1050 in medium quality im getting 30 to 60 and sometimes 10 to 30?
 
Your CPU is bottlenecking if it is at 100%. This is a problem. It is perfectly fine for the GPU to be the bottleneck (running at 99-100%). This is how any normal system would work with a mid range GPU. The GPU can't max the game at Vsync so it uses all its power to try. If you lower the settings the GPU usage should lower as well as the game will now lock at 60fps.

The CPU being at 100% is what is bad. If the CPU is at 100% and the GPU is not, and you are not locked at 60fps, then you have a CPU bottleneck and the GPU has more power to give, but the CPU is restricting it.
