GPU Usage At 99% When Gaming

Specs:
AMD A10-7850k
EVGA GTX 960 4GB
1600mhz ram
WD Blue HDD

I am monitoring it on MSI Afterburner and when gaming i never get 100% usage I only get 99%
Why is this and is it bad

It's just a software reading, virtually every graphics card I've tested will read that. No need to worry about it, the graphics card is running as well as it needs to.

When a GPU is peaking at 99%, that means the software is using as much of the GPUs resources to drive the software as it can.
That's a great thing, so no worries.

Just rounding and calculation errors. Nothing bad. You never should trust sensors or such calculations fully. Read these values always with +-2% or similar.
