GPU usage at 99%

Specs:
GTX 1060 6GB
i5 4690K 3.5GHz
16GB RAM

I've been using MSI afterburner to keep track of my processor, ram and gpu usage. Now my CPU and RAM are at optimal level but when my GPU rises to 99%, that's when the games start lagging. Some people say this is okay but I'm not too suer about that. I used to be able to run Crysis 3 at 60FPS no problem, but after months of use with this card, I've noticed that I'm getting less important which makes me think my GPU might be going bad.

2| Have you made sure your BIOS is up to date?

3| Are you on the latest drivers for your GPU? If so might want to uninstall them using DDU and reinstalling it.
