Question gpu usage below 60%

i just got the 2060 s
i also have i5 9400f
ram 8gb 2666hz
when playing bfv my gpu usage is almost always under 60% and i get low fps because of that although when playing gears 5 usage is up to 90% and i get decent fps
my gpu and cpu temp are 74
my ram usage about 3700
can some1 fix that for me plz :\
already tried makeing everthing on high performance from 3d settings
and tried to change settings in bfv like turning on and off dx12
and setting some settings off and lowering graphics
always the same result :\

the driver is the latest from nvidia website
this is fresh new setup all parts are new and its just 2 weeks
