GPU Usage dropping, along with cpu and core clock drops. Causing massive fps drops in games.

Hello, I built myself a new PC 6 months ago, everything was fine untill around 2 months ago when I started to get fps drops in CSGO and other games like H1Z1.

Alright, so let me explain a bit more. CSGO is the game I play most and I have a solid 300 fps most of the time. But then suddenly my fps drops to like 20-50 which is unplayable, after a few seconds it goes back to normal, then happens again after 1-2 minutes.

I noticed that my GPU usage drops from 80%~ to like 20%~ when that happens, sometimes my
CPU usage and Core Clock also drop. Here are some screens from MSI Afterburner:

I read about others having these kind of problems so I tried most of the stuff I found in those threads.

These are the things that I've tried to do:
Reinstall windows
Check for latest drivers, also try to use older drivers
Stress test cpu, ram and gpu (everything seemed fine)
Change power settings in windows and BIOS
Enable XMP Profile in BIOS

So far nothing has changed, I can't really play anything because of the constant fps drops.

I can't think of anything else to do and I'm not sure what part(s) I should try to refund if it's a hardware problem.

This seems to be either a power supply issue, motherboard bus clock instability or a hard drive malfunction.

What I think is the most plausible is:
-When you are playing a game, the textures and sounds are loaded procedurally, then when the HDD can't load as fast your GPU displays the information, you GPU idles while waiting for the hard drive to load, causing the lag.

Defragment your hard drive, and check its S.M.A.R.T. info.

Did you ever find a solution? I am having the exact same problem and our rigs are very similar aside from hard drive and graphics card. I've been putting a lot of time into it the past few months to no avail. I've done almost everything you have as well as upgrading gpu,power supply, and ram. The other persons response suggested a power supply issue but I added 120W to my rig and the problem did not solve itself. I want to say I'm focusing in on a hard drive issue despite what S.M.A.R.T is telling me. I'm going to try swapping out the hard drive and see if that solves the issue. If not I guess the next move is motherboard. I will add I have payed "professionals" (fry's) to diagnose the problem and got no results.

Putridplague. Dude, I have done everything you have done as well. I have replaced everything except hard drive. buying hard drive tomorrow.
Did yours fix it? new hard drive?
