GPU Usage dropping drastically whilst gaming/streaming.

Hey,
My GPU usage drops from 99% to the low 20's whilst gaming

I have searched and searched for a fix but nothing has come out of it, it's usually pointing towards a power issue.

CPU: i7 7700k @ 4.4
GPU: 1060 o6g 6gb
MB: MSI Z270 PRO (It happened on my old motherboard too, replaced ~3weeks ago)
RAM: 16 GB Crucial Ballistix @ 2400
PSU: CX750

Basically everything but my ssds and psu are new (<3months old), had the same psu for around 16 months.

When this isn't happening I'm running at fps cap (145 in PUBG), my GPU usage will drop from 99% to the low 20s and almost instantly go back up, it will do this for ~20 seconds most of the time, bouncing back and forth.

When it drops it is causing really bad/unplayable stuttering, video below

Just looking to see if there are any other possible causes before I buy a new PSU, my temps aren't anything out of the ordinary, I will keep monitoring them and can post some screenshots when I get home, any help is deeply appreciated.

PUBG is very poorly optimized and also has been having server issues. Your card drops when it has no information to process either from the processor or the server.

Happens in all games I play, Fortnite/CSGO/PUBG/Overwatch, I just play pubg primarily so happens more often there
