Gpu usage drops help

So yesterday I was on my pc and it was running fine, then I unplugged it all to take it with me somewhere and when I got back home I re-plugged everything and I started getting random frame drops (NOT PLAYING ANY GAME) so I checked my gpu usage and it would drop pretty stifling. Ex: it’d go from 30% to 3% and this happens every few seconds. I want to know how to fix this.
