[SOLVED] Gpu Usage drops to 0, stuttering

Hi guys, I recently got a pc with these specs:
cpu: Ryzen 5 3500x
gpu: rx 5600xt
mobo: asus b550 gaming plus tuf
psu: Antec neoEco v2 650w 80+ bronze
storage: 1tb sata ssd
ram: 16gb 3200mhz

When im gaming, my gpu usage is all over the place and drops to 0 percent causing stuttering, it will be at 99 percent then after 10 seconds drop to 0. The psu wattage and gpu usage drop at the same time. cpu usage is at about 50 percent so its not the cpu bottlenecking.

Temps are good, gpu is at 55c,
cpu is at 65 - 75c
so it is not thermal throttling, I dnt think so

my ssd is good, when gaming disk usage is at like 10 percent

I Uninstalled drivers with ddu and reinstalled, used the gpu settings in msi afterburner, I rolled back to previous drivers and none of these methods have worked.

please let me know if u guys can help me, I have a 3 year warranty but don't want to go through the process if there is a way I can fix this🙏

Doesn't look to bad. I do see that your CPU isn't boosting all the way to 4.1ghz. Check that your BIOS is fully up-to-date.

Yes, I updated my bios and now everything IS PERFECT
